放射線測定器。買うなら、こんなことに気をつけて

高エネルギー研究所の野尻(美)先生と、橋本麻里さんがツイされていましたので、まとめておきます。

私:野尻先生、おおよそ1µSv/h前後くらいの福島県郡山で空間線量を測るために個人で買うとしたら、機種はどれが良いですか?上中下3つくらいの価格帯があれば分かりやすいのですが。他の方でも、比較サイトとかあれば教えて下さい。

【中くらいのもの。】
ガイガー系なら RADEX でもよい。ただし表示範囲が上10μSv/hまでなので、うかつに線量が高いのに近づけられない。
TERRA-p とかMKS05は積算もだせる。

さらに上はシンチだけど郡山で 10μSv/hより上は測れませんと言われたらいやだろうし10万するしうーん。 僕がもってる TC100S とか TA100とかスペクトル系はマニア向き。

【iPhoneにつなげるもの】
 iPhone に繋ぐ最近のものは 1μSv/h あたりのカウント数が少なくて不正確なものがある。

【全般的な注意】
1) ネットにたくさんレビューがあるので独立したレビューを必ずみる。装置を分解している動画が重要。
2) 1μSv/hあたりのカウント数がわかるなら 100 cpm 以上を選ぶべき。(野尻先生の意見)
3) 故障情報にも注意。
4) 中国製は基本買わない。

【使用に関して】
1)正確な値をだすことにこだわらない。
2)ガイガーなら低いほうが高めに出るのは当たり前。
3)半導体系は振動に弱いのは当然。
4)(ガイガーではなく、NaIシンチのものについて)結晶が小さければスペクトルがたいしたことないのは妥当。
5)電磁波に弱いのは電気製品だから受容すべき。
それでも必要なら買う。

12/18 久之浜第一小学校イベント報告(写真)

12/18 いわき市久之浜第一小学校で開催されたクリスマスイベント内で、放射線に関する紙芝居上映と、DVD上映、その後の対話を行いました。
2回に区切って行いましたが、2回目はDVD上映は行わず、紙芝居と対話のみになりました。

会場となった久之浜第一小学校。
久之浜地区は、当初、屋内退避区域に指定されていました。
その影響で、小学校もしばらく閉鎖されていましたが、10/11 に 除染の上、再開されています。
会場となった教室内でも、0.1μSv/h を下回る数値になっていました。

第1回目の参加風景。20名弱だったかと思います。
高齢者の方もいらしてました。
  しかし、高齢者の方は、紙芝居上演の時点で、ついていけない顔をされており、(おそらく、用語自体がもう受け付けなかったのだと思います)、DVD上映開始後、しばらくすると退席されてしまいました。
会場内、DVD上映前の自己紹介では、濃い話をされる方もいらしたのですが、DVD上映には、反応が薄い感じでした。
自己紹介の時の、非常に切実な現実と、科学知識が結びつかなかった(目の前に講師の先生がいらっしゃればまた違ったと思いますが、DVDだと純粋に「知識」のやりとりになってしまう)事が原因のように思いました。

DVD上映は切り上げて、有志の皆さんに翻訳、作っていただいた「原子力災害後の生活環境の回復─チェルノブイリから学ぶこと」 を画面にて紹介。
こちらは、人によっては、かなり関心を持って見ていただけたようです。
用意した、プリントアウト資料も持ち帰ってくださった方もいらっしゃいました。
途中、そもそも「ベラルーシ」の場所がわからない、ということで、チェルノブイリの場所と合わせて紹介中。 

会場内で出た意見。



前向きなご意見をいただいた方もいらっしゃるし、そうでない方もいらっしゃいます。
現実に対して前向きな気持ちをお持ちの方には、ETHOSの紹介は、とても響いたように思いました。
2回目は、最初からDVD上映はしないこととし、紙芝居+意見交換になりました。
地元いわきの方と、イベント手伝いに来ていた県外からのボランティアの方達と半々、10名ほどの参加者でした。
個人的には、県外の方と、地元の人間との意識差が浮き彫りになったように思います。
県外の方は、一般論で語られるのに対し、地元の人は、個別論、具体論。
その噛み合わなさは、それはそれで、互いが浮き彫りになる効果があったとは思いますが、非常に難しいところ、とも感じました。
交わされた話の内容については、後日、文字起こしした記録を載せるつもりでいます。

会場内別室は、クリスマスモード全開でした。

ETHOSの中のひとは、こんなひとたち

現実にエートスに関わっているのは、一人一人の人です。

今のところ、福島県いわき市の地元で活動をしている安東さん @ando_ryoko を中心とした人たちと、主にネットで活動している人たちがいます。それぞれの人が自分でできることを考えて協力しています。ETHOSは、EC主導でベラ ルーシで始められたので、膨大な英語の資料があります。現在は、その翻訳作業に関わっている人がたくさんいます。何人かの人たちに、今何をしているのか、何をしたいのか、聞いてみました。(今回返事が間に合った人たちだけなので、全員ではありません。)

@ando_ryoko 安東量子さん: 今していること。福島でエートスが必要だと現地から発信すること。現地住民サイドからできることを模索して、ひとつずつ形にしていくこと。したいこと。これは、自分達に対処できる現実なのだという思いを、ひとりでも多くの人と分かち合うこと。

@birdtaka さん:メールや資料の翻訳と、実務的な情報を整理して提供するためのブログ管理をしています。あとエートスとは何か議論したり学ぶことかな。

@sayakatake ナカイサヤカさん: 少しばかり翻訳したりしています。小さな勉強会をしたいと思う人が出てきた時にダウンロード出来る「勉強会用セット」を作って、あと、そういう勉強会をサポートしてくれる専門家と連絡がとれるようにしておきたい

@kouenji_tomioka さん: 私の計画、1「回覧板」で「エートス」活動を周知出来ないか。2いわき駅前ビル「ラトブ」(駅前で広報効果が高い)の被災者支援スペース「ぶらっと」で 「エートス」活動を広報できないか。3医師会の協力を得て、「エートス」活動の成果を待合室のテレビなどで広報できないか、等です。

@yoka72さん: きちんと伝わる何かを一つでも形にしたくて、今は勉強中です。今は関心を持ち続ける事くらいしか出来ませんが、出来る事を出来る範囲でやって行きたいなーと。

@kazuho14: 翻訳のお手伝いをしています。ベラルーシ・ウクライナの記録は(成功も失敗も含めて)福島に住む方々にとって貴重ですから、それを共有するのは大事なこ と。そのお手伝いがしたい。後は、生活上で注意すべきことをまとめた動画の製作に興味があります。

私?私(@buvery)の今していることは、一言では『あんどーさんのお世話』。可能な限り押し進めたいこと:(1)ネットと現地の連動(2)エートスの教科書的な集積サイトの構築(3)ロシャールさんを含めたICRPとの共同作業(と、ノールウェー、フランス、ベラルーシの人との交流)。

まだ、雲をつかむような話ですが、2月の福島でのICRP『対話』ミーティングに参加することができれば、現実になると思います。放射能で損ばかりするのは、つまらない。何か、新しい事を実現したいと考えています。

先日私が投稿した、ロシャール先生に対する返事の日本語訳です。
安東さんの書いた頭の文章は、私が英訳した物を更に日本語に戻しているので、ちょっと文章はずれています。

ETHOS IN FUKUSHIMA

核事故の後でも、福島での生活を慈しみ、より良い未来を次の世代へ渡せると信じています。その信じていることを実現したい。9月に放射線防護の勉強会を開きました。いまは、日本の福島でエートスのプロジェクトを立ち上げようとしています。

ロシャール先生へ。

私たちから連絡があったときに、さぞ驚かれたことだと思います。丁寧なお返事をいただき、また私たちに興味をもっていただいたこと、感謝しております。現在の所、私たちは二つのグループに分かれています。一つは、福島県いわき市の地域住民を安東量子さんがまとめているもの、もう一つは、主にツイッター上でゆるく結合した人たちです。安東さんは両方に入っています。

知り合った経緯を説明する必要があると思います。私はこの晩春にツイッターで安東さんと知り合いました。その頃、私は、放射線防護に関するブログを書いていて、安東さんはどういうわけか私を見つけ、その後、色々話すようになりました。

その当時も(今も)、日本は、福島での原子力災害の混乱のさなかでした。福島県いわき市で植木屋をしている安東さんは、当然のごとく心底おびえていました。政府は壊れた福島第一原発から20キロの立ち入り禁止区域を設けており、その半円の中に住んでいた人は、すでに避難していました。安東さんは立ち入り禁止線のすぐ外側に住んでいて、村や町が壊れていくのを目の当たりにしていました。

安東さんがこの破局を乗り越えようとしてるのが、私にははっきりとわかりました。放射能による汚染状況に対して科学的に根拠のある対策は必要であるものの、この難事を乗り切る核となるものは、誇り、つまり、この地域での生活を慈しむ気持ちだ、という意見でした。私は、安東さんを手助けすることを決めました。

原子炉が爆発してからというもの、災害に対処するために、ツイッターで活動を始めた科学者はたくさんいます。そのひとりが、京都女子大学の物理学者である水野義之先生です。安東さんと水野先生は色々話し合ったあと、福島県いわき市で地元の集会を開くことを決めました。集会の前半は、放射能の物理的性質と人体の健康に対する影響の講義、後半は地元の人からの質疑応答です。これが地域の崩壊を食い止めようとして、安東さんが最初に試したことでした。

その間も、この状況を何とかするための、枠組みを探していました。

丁度そこへ、ロシャール先生が政府のワーキンググループのために来日されたのです。ワーキンググループでの講演は記録されて、ネット配信されました。エートスのプロジェクトこそが必要なもので、ベラルーシでの経験に学ぶべき物がたくさんあることは、安東さんには明らかでした。一週間前に、翻訳が呼びかけられて、(中平さんを含め)安東さんの活動を手伝っているツイッターの人たちがそれに応えました。数日前には、情報を蓄積し、配布するためのウェブサイトを開始しました。実際、ロシャール先生の私たちへのお返事と、その日本語訳が、そのブログの最初の記事になっています。次の安東さんによる地元集会は福島県いわき市の久之浜で12月18日に行われます。久之浜は、原発から30キロであり、津波の被害も深刻です。ロシャール先生の講演資料を日本語訳した物は、その集会で教科書として使われる予定です。

現状このようなところです。ご覧の通り、私たちはまだ始まったばかり、この先どうなるのか分かりません。ただ、この先が長く険しい物であっても、必ず道は見つかると信じております。

あなたの手紙は重要な問題を提示しています。それは復興過程における科学の役割、言い換えれば科学と実際の取り組みとの関係です。これは多くの倫理的な疑問を生ずる繊細な問題です。

超ザックリ言うと、何が正しいかより、何を行うかが重要、ということか。

Dear Kota,

You raise a key issue in your message: the role of science in the rehabilitation process or in other terms the relationship between science and action This is a delicate issue which raises a lot of ethical questions.

First we have to recognized that, although we know quite a lot about the effects of radiation on humans and the biota, this knowledge is also far to be complete and there are still uncertainties. I do not want to enter into the details at this stage (we can discuss the issue later if you are interested) but just to underline that because of these uncertainties there is a large spectrum of "scientific positions" on the issue and of course debates and controversies are inevitable. As you are well aware, the debate on the effects of low level of radiation on human health which started in the late 50s when scientist identified the existence of the so-called stochastic effects of radiation is still going on. We have a much better knowledge now than 50 years ago but nevertheless the remaining uncertainties are feeding the scientific debate and very sharp controversies as soon as an event is directly concerning the public. The diverse voices that have sprung up in the name of science just after the Fukushima accident are a typical illustration.

When we started the Ethos project, we rapidly realize that what was important in the eyes of the people in the villages was not our position vis-à-vis the risk (we were all sharing the prudent assumption of linear non-threshold risk at low doses and the ALARA principle to drive action) but what we could bring to the villagers to improve their daily life. In this perspective the problem was not to decide about which theory was right or wrong but what was working or not to reduce the exposure of people and to improve their quality of life using the best knowledge and techniques. Having this in mind, the position we adopted all along the Ethos and Core projects was to focus our efforts on actions that could improve the situation of the population who was allowed by the authorities to stay in the contaminated areas and who wished to stay in these places.

You are mentioning Belrad. This is a good example to illustrate the above position. We knew perfectly well the view of the Belrad team concerning the risk of radiation. We nevertheless worked for year with this team because first, we were fully convinced that its main objective was to improve the situation in the contaminated territories of Belarus and secondly, Belrad was doing good quality measurements of food stuffs in villages and of internal contamination of kids in schools and this was a key support to the projects. (We made comparisons for the measurements of foodstuffs and they were quite in line with results of other organizations in Belarus and in France. For the estimation of internal doses Belrad was using the standard dose coefficients of ICRP and the results of their whole body measurements were also fully in line with the measurements made in hospitals). Belrad was also advocating the use of pectine to reduce the exposure of children. We reviewed carefully all the scientific literature on the issue, we developed a model to evaluate the effectiveness of protection strategies including intake of pectine and we gathered and analyzed carefully measurements data on various groups of children having received pectine. Finally, we concluded that there was no clear evidence on the effectiveness of administrating pectine to children and we refused to follow the Belrad Institute on this activity. We constantly advocated that it was much better to prevent contamination to enter into the body rather than trying to accelerate its elimination after intake. We had not to convince the villagers because as soon as they realized that it was possible to reduce significantly the internal contamination of children by controlling the food and adapting their diet the question of pectine disappeared by itself.

The objective of empowering people is not to transform them into experts or to make them adhere to a scientific theory. The objective is to develop a practical radiation protection culture among the population. What does it means concretely? It means that people progressively learn where, when and how they are exposed and what they can do to protect themselves. The aim of the empowerment process is for people to regain control on the situation and to become actors of their own protection = self help protection. You will find attached a presentation made at the Ethos seminar in 2001 concerning radiation protection culture (In French). This was how we were understanding it at that time. In between we have a better view but the key points where already there. Furthermore I also give you the link to a video film that was
shot in 2000 during the Ethos project. It will give you an idea of the context at that time as well as an idea about the actions we developed together with the population and the local authorities and professionals (The file is 335 Mo and takes some time to be downloaded).

Finally, I inform you that a Second Dialogue Meeting will be organized by the end of February in the Fukushima Prefecture. We work on it and I will give you more precise information when available. It would be good that your group be present at the meeting. This February mission to Japan will certainly be also the occasion for both of us to meet and discuss further all the issues we have discussed so far.

2月の対話ミーティング出席の打診・翻訳

回復運動を実行する際に鍵となる点を指摘している素晴らしいメールをいただき、ありがとうございます。

最初に言わなければならないのは、事故後のこのような複雑な状況下で、多様な見解(不協和音と言わないまでも)は避けられないということです。事故のごく初期と、人々が状況を再び掌握できるようになる回復期の間には、あらゆる種類の「声」が聞こえます。特に、そういう「声」が状況を利用しようとすると、重大な不安定要素になります。これはチェルノブイリでも見られたことですし、今回の福島でもまた同じです。

放射線防護アドバイザーとして誰が適切か、という問題について。私の考えでは、この状況では「適切なアドバイザー」はもともと存在しません。アドバイザーには、知識、信念、展望が種々ことなる人がいて、状況を協力して改善したいという人たち全てで「共有知」(ベラルーシでは、co-expertiseと呼んでいました)を作り上げるのが良いと思います。その全ての人たちとは、科学者や、専門家、当局、プロ、NPOと、もちろん事故の影響を受けている人たちのことです。私はこの共有知を作り上げるのに、標準的なモデルはない、と思っています。経験上、このような複雑な状況下では、多様な意見の共存こそが最適な手法です。この複雑さに単独で対処する事は不可能です。この共有知を築く上でもっとも役に立つ人たちは、問題の主体となっている人たち、つまり、影響を受けている地域の住民です。科学者や専門家は、知識・経験からアドバイスを行い成功へ導くことはできますが、普通は原動力とはなりません。

既にお気づきの事と思いますが、11月末に行われた福島対話ミーティングにおいては、ベラルーシ・フランス・ノルウェーから来た「外国人」グループが経験を紹介しました。彼らは、「対話」の中で、ある種の「助言者」の役をしています。2月の次の対話ミーティングでは、都市や村を選んで、その都市や村での生活環境を改善するために何が出来るのか、もっと具体的に議論をすることを考えています。現時点で具体的に提案できることは、Ethos in Fukushimaグループの代表をこの2月の「対話」に参加してもらって、他の場所でも活動したいかどうか決めてもらうことです。2回目の対話ミーティングの目的は、知識や情報を共有して、その場所での状況の最初の状況判断を確立でき、「助言者集団」に手伝ってもらいながら、状況を改善できる方法を一緒に深く考え検討できることを、参加した人たちに実際に見せることになります。これにより、それぞれの関係者は、具体的な回復活動に参加することに責任を負い、それぞれが専門知識を共通の利益のために働かせることで、協力関係を築けるようになります。この過程をまとめあげ、すすめていく方法を、事前に決めることはできません。どのようにその過程をすすめるかは、地域や国の条件による制約を考えに入れながら、「対話」の参加者が、議論すべきことでもあります。

これが、今の時点での私の考え・提案です。

Jacques Lochard さんから。2月のICRP ダイアログ=ミーティング出席の打診

『福島で現地での放射能防御アドバイザーが、長期的には必要になると考えるが、どのような人、どのような組織が良いとお考えか?』ということをロシャールさんにお伺いしたところ、『2月のICRPダイアログ=ミーティングへエートスの代表が出席してはどうか』とのお返事がありました。

Thank you for your very enlightening message which raises a key point in the governance of the rehabilitation.

First of all I have to say that in such complex situations as a post-accident one the multiplicity of views, not to say the cacophony, is quite inevitable. There is a time between the very early phase of the accident and the recovery phase when people have a grip again on the situation during which all types of "voices" can be heard. This is a very destabilizing factor especially when the voices seek to make use of the situation. It was already the case in Chernobyl and this is again true for Fukushima.

Who should be the radiological advisers? In my view there is nothing like a "good" adviser for this type of situation. There are various type of advisers with their knowledge, convictions, visions and the way to go is I believe to develop a common-expertise (we called it co-expertise in Belarus) with all those who are willing to cooperate to improve the situation: scientists, experts, authorities, professionals, NPOs, and of course those who are affected. I do not think there is a standard model for this co-expertise. Experience shows that for dealing with complex situations the pluralism of views is the best approach. No one can cope alone with this complexity. And the most effective partners in a co-expertise are those who are the owners of the problems i.e. those who are living in the affected areas. The scientists, the experts can bring their knowledge, experience and advice to help the process and make it successful but they are generally not the driving force.

As you are probably aware of, in the Fukushima Dialogue Meeting that took place by the end of last November, there was a group of "foreigners" coming from Belarus, France and Norway who presented their experience. They acted also as a kind of "advisory group" in the dialogue. The idea is to have a second dialogue meeting next February in a city or a village to discuss more concretely about what could be done to improve the living conditions in this city or village. Today, it is difficult to make any concrete proposal other than offering representatives of your group (the "Ethos In Fukushima" group)  to participate to this February dialogue in order to make your mind about the interest or not to develop your own actions in some other places. The goal of the second Dialogue Meeting will be to demonstrate to the participants that it is possible to share knowledge and information to establish a first diagnostic of the situations in the selected place and to reflect and deliberate together, with the help of the "advisory group" on possible ways to improve the situation. Then it will be the responsibility of each party to engage itself in concrete actions of rehabilitation, each one bringing its expertise at the service of the common good to create a partnership. The way to organize the process and to lead it cannot be decided in advance. It is also something to be discussed by the participants to the dialogue taking into account the local and national constraints.

ETHOS IN FUKUSHIMA

Even after the nuclear catastrophe, I still believe that we can love and cherish the life in Fukushima, and that we can give better future to the generations to come.  My wish is to make this belief into reality.  I hosted a local meeting about radiological protection in this September.  Now, I am trying to build an ETHOS project here in Fukushima, Japan.

Dear Dr. Lochard:

You must have been surprised when you were contacted by us.  Thank you very much for your kind responses and your interest in our activity.  Right now, we are consisted of two groups of people: the local people in Iwaki, Fukushima organized by Ms Ryoko Ando, and loosely connected people mainly on twitter.  Ms Ando is in both.  

I think I have to explain how I get to know her.
I met her late this spring, on twitter.  At the time, I was writing a blog about radiological protection.  Somehow, she found me and we started to communicate with each other.  

Japan was, and still is, in turmoil after the nuclear catastrophe in Fukushima.  Ms Ando, an arborist/gardener in Iwaki city of Fukushima, was worried as hell, which was very natural considering the situation.  The government had set up the exclusion zone of 20 km radius from the crippled Fukushima Daiichi nuclear reactors.  The people inside the semi-circular zone had been already evacuated.  She lives just outside of the line.  Villages and towns were collapsing before her eyes.

It was very clear to me that she was determined to survive this cataclysm.  She believes that, even though the radiological situation requires sound scientific countermeasures, the core of the survival is the pride -- the appreciation of the community life.  I decided to support her.

After the explosion of the reactors, many scientists reacted on twitter to deal with the disaster.  One of them is Dr Yoshiyuki Mizuno, a physicist of Kyoto Women's University.  After numerous correspondence with him, Ms Ando and Dr Mizuno decided to set up a local gathering in Iwaki, Fukushima this September. The first half of the meeting was spent for the lectures on physical property of radiation and its effect on human health, and the second half was for the questions by the local people.  This was the first attempt for her to keep the community alive.

In the mean time, we were still looking for the framework to cope with the situation.

Dr Lochard, that was when you came to Japan for the working group of the government.  Your presentation was recorded and distributed online.  It was obvious to her that your ETHOS project was exactly what we needed, and we have a lot to learn from your experience in Belarus.  One week ago, translation was called in, and the twitter group supporting her project, including Mr. Nakahira who contacted you, responded.  Several days ago, we launched this web site to archive and disseminate information.  Actually, your responses to us are the first articles on the blog, along with their translation.  Next local meeting will be held in Hisanohama, Iwaki, in Fukushima on Dec 18, hosted by Ms Ando.  Hisanohama, 30 km away from the nuclear reactors, was severely hit by the tsunami.  The translated version of your presentation will be used as a text book there.  

This is the situation we are in right now.  As you can see, we are still in an emerging state, and we do not know what will become of this.  But we know that even though the struggle will be very long and hard, we will find a way.

親愛なるジャック、

どのようにお伝えしたらいいか分かりませんが、あなたの言葉からなにか勇気づけられ、力づけられるものを感じています。改めて感謝の気持ちをお伝えしたいと思います。
私たちは放射線とだけでなく、人の心にある後ろ向きな力とも戦わなければなりません。本当にそうなんです。さらに言えば私たちは後ろ向きな力を前向きな力に変えていくことさえできると信じています。
私の小さな経験について申し上げたいと思います。私が初めて妻の家族に会い私の故郷がどこか話した時に彼らが少しためらったのが分かりました。半世紀も経っているのに、私の両親は1945年にはそこにいなかったのに、人々はヒロシマの外で不安に思っていたのです。
しかし、私には彼らのためらいが微笑ましく思えました。「おいおい、まだ怖がってるの?お化け屋敷の子供みたいだな」

親愛なるコウタ、

どういたしまして。私はあなた方が、今回の事故によって引き起こされた困難な状況を克服するものと確信しています。あなた方のもとには素晴らしい科学者がいて技術もある。だが、最も大事なのは、皆さんが困難や一部の耳障りな意見(よくあること)にもめげず、これを克服していこうとする意志を共有しているという点です。これは最も大事なことです。1990年代のはじめ、私がベラルーシでの仕事にとりかかりはじめたときの様な、経済状況が悪い上に全ての関係者が落胆しているといった状況とは大きく異なります。

私たちが住民とともに作業にあたった南ベラルーシのいくつかの場所では、この状況を変えるのに何年もかかりました (すなわち、住民同士の信頼の再構築や政治家・科学者の説得です、これによって地元の当局者や専門家が住民と同様に被災地の生活環境を改善する回復過程に関れる様になりました)。福島のセミナー中に地元の方々から聞いた話や、東京での省庁や研究機関での会議の際の当局者の話を元にすると、全ての関係者が連携して作業すれば被災地の生活環境は急速に改善されると確信しています。

私が思うに、事故後の現段階において重要な点は当局と民衆の間の溝が徐々に拡がらないようにすることです。複雑な状況と無限に現れる課題は住民と関係当局者、両者の意欲を挫かせます。これは消極さと諦めを生むだけでなく、両者の軋轢の誘因となります。例えば、当局側は「住民が無理解と不必要な恐れから、目先の事しか見ていない」と嘆くようになり、また住民も「当局の対応が不適切で遅く住民を見放している」と不満を抱きます。これこそが、現時点で危険なことなのです。

しかし私は、あなた方が上手くやれると本気で確信しています。この点において、福島での先週末の会議は私にとって非常に啓発的なものでした。会議の最終勧告では、全ての関係者が協力して事態に立ち向かうことを謳っています(メールに添付した勧告文をご覧下さい)。来年二月、また会議を続けるために福島に戻るのを楽しみしています。

12/18(日) 久ノ浜第一小学校を会場に開かれる、クリスマスイベント内、教室を1ブース分お借りして、放射能についてお喋りしましょう、という企画を実施いたします。


(クリスマスイベント自体は、小学校全体を会場にしたもので、13:00~19:00。

私たちの企画は、イベントの一画に間借りさせていただくかたちです。)

ベラルーシの村々で多くの人々はまだ薪ストーブで暖をとり食べ物を調理しています。森の木材は汚染されており、その灰の汚染も問題です(1キログラムあたり数万ベクレルにものぼります)。ETHOSプロジェクト以前、人々は灰を肥料として菜園にまいていました。彼らが灰の高レベル汚染に気付くと、それを肥料に使うのを止め、農地から離れた場所に穴を掘って捨てました。つまり、この文章が意味するのは、汚染された暖炉の灰を菜園の肥料として使用することを止めて食物の汚染を低減するよう村民自身が行動をとった、ということです。

これでお分かりのことと思います。さらに翻訳にあたって説明が必要な場合は、躊躇なくご連絡下さい。

Dear Jacques,

How can I tell you this feeling. some kind of encouraging, empowering
feel from your words.Thank you again.
We should fight against not only the radioactivity but also the negative
forces, from human mind.
That is true, I really understand that. Moreover, I believe that we can
even change the negative force into the positive one.
I have a small experience; when I met my wife's family first time,
they showed some hesitation when they hear my hometown. Even
it passed over a half century, Even my parents are not there in 1945,
people have anxiety outside of Hiroshima. But I saw their hesitation
with a little funny feeling. "Oh, are they even now scaring? like a
children in a haunted house!"

May I ask you some requests for your favor,

At first, please give us permission to release the Japanese version of
your presentation slide.
Now my volunteer colleagues, such as @miakiza20100906 on
Twitter, are translating your slide. It contains your original pictures
and same constructions but translated. The purpose to release is to
use on the local meeting, will be held at Iwaki, Fukushima, and our
lead Ryoko Ando, @ando_ryoko on twitter, who lives there, will make
presentation to villagers. After that, we also want to release on the
web for other affected people. Both releases will be public, cost-free.
The Japanese version will be added notation that the translation is
made by volunteer members and there are no responsibility on you
and CEPN, ICRP, and other stakeholders.The translation will be
completed today, and I will send you before release.
(sorry it is written in Japanese :)

Second, please give me permission to share your messages to my
volunteer colleagues and affected people.
As I mentioned, I am only a volunteer translator and I am not virtually
involved in the accident. I believe that your encouraging words precisely
will help the people affected.

Dear Kota,
Thank you for your message.
Of course you can release the Japanese version of my presentation as
well as my messages. I leave to you to present this material as it
appears to you the best for the readers.
You will find here attached a more detailed presentation of the ETHOS
project that was developed in Belarus during the period 1996-2001.
This project demonstrated that the local authorities, professionals
and the population can effectively engage in the rehabilitation
process to complement the actions of the central government. You have
to keep in mind that the socio-political context in Belarus in the
late eighties and in the nineties was very different from your
situation. However beyond this difference there are a lot of aspects
that I think are the same because they relate to human nature. Mothers
are reacting with regard to their children in the same way all over
the world. There are also universal values that we all share: the
prudence in acting, the concern for others... There are many good
lessons to be learned from the Ethos experience.
I will send you other material later on but I have first to look in my
files to see what could be of interest for you.
By the way I am myself interested to know how you are organized with
your friends to help the Fukushima people and what type of actions you
are developing. You talk about meetings. What type of meetings are
they? Who is participating? What are the topics discussed? What are
the concerns of the people?  Sorry to be curious but I have the
intuition that what you are doing is important and is going in the
right way and I would really like to know more....
