山本司真さんからの寄稿 The presentation of Ms Yamamoto

先日のICRP第三回ダイアログセミナーに参加された山本司真さんから寄稿されましたので、公開します。

 横浜から参加させていただきました山本と申します。
 頭ではわかっていたことが、全部「わかっていたつもり」だったことを思い知りました。
 現地の方たちの痛み、努力、そして希望を信じる気持ち、感じました。
 でもまだまだ足りない。もっともっと知りたい。
 支えあいたいと思います。そのために何ができるのか・・・。
 私は横浜に住み続けて、子供を育てます。
 美しいものを美しいと思う心を、バランスのとれた考え方ができるような子どもを育てる努力を続けたい。
 そして時々そちらに遊びに行きます。だってとっても素敵なところだったん 
だもの。 
 
 以下は発表要旨です。
 
放射線勉強会「あしたのために」について 〜私たちが横浜でできること〜
「放射線勉強会について」
私は8歳・5歳・2歳のこどもと夫とともに、横浜に住んでいます。
原発事故後、私も含め周りの母親たちは放射線の問題のなんとなくの不安や心配を抱えていました。
「スーパーで今まで通り買い物をしてもいいの?」
「子どもに泥遊びをさせていいの?」
「鼻血は放射能のせい?」
など、様々な情報に振り回されながら、しかもそれをなかなか話す機会もなく、自分の考えや気持ちをうまくまとめることもできない状況が続いていました。
放射線にまつわる話題について話す場がほしいという友人の声を受け、それなら少し勉強もしてみようということで、去年の11月から、小さな放射線勉強会を始めました。
 
「どんな会だったのか・何を勉強していたのか」
開催場所は私の自宅です。近所の母親たちが子供が寝静まってからやってきます。
放射性同位体とは? とか核種とは?など、インターネット上にあるテキストを使ってやり始めました。
普通の主婦達が、講師もないままに物理や化学を勉強するのは大変なことでしたが、やれば分かると言う達成感も感じました。
皆で「数字を見るのもイヤ!!」といいながら、実効線量の計算をしたのもよい思い出です。
そうやって、知識を重ねて行っても、不安な人は不安ですし、逆にもともと対して気にしない人は気にしませんでした。
そこはあまり変わりはなかったように思います。
ただ、また理解が深まるのと同時に、不要な不安に振り回されなくなった、自分の 基準が持てるようになったという人や、前向きな考え方ができるようになったと いう人はいました。
 
「段階を踏んで考えるということ」
このような勉強によって、放射線に対する正しい知識を得るだけでなく、私は「段階を踏んで考える」ための「考え方」を皆で学べたらいいなと考えていました。
ここで私の好きな料理に例えてみます。肉じゃがについて理解したければ、
(1)  まずは食べてみる。
(2)  材料を知る。
(3)  作り方を知る。
(4)  実際に作ってみる。
ただ単純に食べる以外に、肉じゃがが何でできているのかを知ったり、どういう手順で作られるかを知り、作ってみることにより、肉じゃがに対する理解が深まります。そして私たちも肉じゃがが作れる ようになります。
ただ、この肉じゃがは家庭料理なので、すごく洗練されたものでなくてもいいのです。家族に喜んでもらえるレベルの方がむしろいい
同じように、放射線の問題も、数値や公式の一つ一つを覚えるより、ざっくりとした、段階を踏んだ考え方さえ習得しておけば、放射線に限らずに日常の様々 な問題に対処することができるのではないかと思いました。
 
「リスクは比較するものだということ」
私たちの生活はリスクに囲まれており、放射線のリスクはその一つです。
先ほどの「ざっくり」で考え方の基本が出来てさえいれば、専門的な知識がなくても、それぞれのリスクの比較をすることが可能なのではないでしょうか。そしてそれはむしろ日々育児や家事に取り組む母達 の得意分野でもあると思うのです。
例えば、
・ 茄子がひからびそうだが、今日は青菜を食べさせたいのでほうれん草を茹でようか。
・ 子どもの宿題がまだ終わっていないのだが、とりあえずお風呂に先に入れた方がいいのか。

生活は日々リスク比較と選択の連続です。私たちはそれを本能的に選び取り、バランスをとりながら生活をしています。
そのやり方を放射線の問題を考える際にも生かせないかなと思いました。
 
「6/3「食の放射線基準と安 全」についてのお話し会」
この放射線勉強会は2011年11月 からこれまでに6回開催されました。
うち2回は、講師をお招きしてお話し会を行っています。
先月の6/3に、食の安全についてのプロである小比良和威さんや他twitterで知り合った友人達を招いて、「食の放射線基準と安全」というタイトルで、お話し会を行いました。
参加者としてこのお話し会に声をかけたのは勉強会のメンバー含め、こどもの通う保育園の母とその先生たちでした。
この会では、放射線に限らず、食の安全について語られました。
食品の安全基準の作られ方にはじまり、放射線 の基準値の作られ方について、実際に私たちがどのくらい被ばくしているのか、そして放射線の問題は量だということ、リスクという ものは比較してこそのものだということ説明してもらいました。
その後の質疑応答では、参加者の皆さんが今ま での不安を素直に打ち明けて下さいました。その中の一人に大変心配症の方がいらっしゃいました。いまだに水道水は飲めない、きのこ類は 避けていると言う方です。お話会の内容が、いままで情報収集してきた内容と全く違うことに大変戸惑っている様子でした。
その時に、パネラーの一人、この方は都内でサイエンスカフェを主催している方なのですが、がこうおっしゃいました。
「正直な話、きのこに関しては、去年半年くら いは大丈夫だと頭で分かっていても気持ち悪かったですよ。」
後で参加者の方達にアンケートをとったとこ ろ、この言葉がとても印象的だったという話が多く出ていました。
知識がある人とそうではない人、とても不安に 思っている人とそうでもない人が、互いに正直に話し合う雰囲気を作ること。恰好つけたり、相手を言い負かそうとしないこと。少し ずつ信頼関係を重ねて行くことが最も大切なんだなと思った瞬間でした。

「これから、横浜に住んでいる私たちが考えなくてはならないこと」
こういった勉強会は、少しずつですが絶やさず に続けて行きたいと思っています。
私たち横浜に住む大人が、これからしなくてはいけないのは、本当の意味で福島の人達を思うことです。身の回りのリソースを大切にし、日々の生活に感謝する。そして、報道やネットの情報を自分なりに整理し、根拠のない差別をなくすことです。
先ほどの勉強会で最後に私は参加者の皆さんに こう申し上げました。

「「私の息子が将来「福島県出身のお嬢さんをお 嫁さんにもらいたい」と言ったときに、はたして私はどう思うのだろうか、ということをこれから考えて続けて行きたいと思っていま す。」

いまだ、様々な問題が残されています、時間をかけて対話を積み重ねて行きたいと考えています。

I am Ms Yamamoto from Yokohama.
In this meeting I realized that what I thought I understood was
different from the reality.  I felt the pain, effort and hope of the
local people of Fukushima.  And this is not enough, and I would like to
know more.  I would like to cooperate with them...what can I do to
achieve that goal?

I continue to live in Yokohama and raise may children.
I continue to try to educate my children so that they can recognize the
beauty in beautiful things and judge things with consideration.

I will come and visit Fukushima from time to time, because I fell in
love with the place.

Radiation study meeting "For tomorrow" - What we can do in Yokohama
Study meeting

I live in Yokohama with my husband and three children, who are 8, 5, and 2 years old.
Mothers like me have had vague worries and anxieties about radiation issue ever since the nuclear accident.
"Can we shop food at usual supermarket just like before?"
"Can children play with mud?"
"When children have nose breed, does it have anything to do with radiation?"
We had been at the mercy of such doubts and anxieties, yet had no chance to talk about them and make things clear.
I realized that we needed a place to talk about the radiation issue. That's why I set up a small study meeting about radiation last November.

What was the meeting like, what we studied

The meetings were held at my house. Mothers from the neighborhood gathered after their children went to bed. We studied about radioactive isotopes, nuclides and so on, using texts I found on the Internet.

It was not easy for normal housewives to study physics and chemistry without a teacher, but we did felt some achievement that we understood something. I can now remember with pleasure the nights when we calculated effective dose, complaining "I don't want to see any more numbers!"
Meeting after meeting, we accumulated knowledge. But those who were anxious remained anxious, those who didn't care much remained the same. The knowledge didn't change our feelings much. Still, some could get rid of the anxiety which turned out unnecessary, or could decide their own criteria, after they understood the issue better.

How to think step by step

I felt the knowledge about radiation was not enough. We also needed to acquire a way to think "step by step".
Let me take cooking (which is my favorite) as an analogy. If you want to know about simmered meat and potatoes, or Nikujaga, there can be several steps.
1. Try and taste
2. Learn what it is made of
3. Learn how to cook
4. Try cooking by yourself
When you eat Nikujaga, you already know something about it.  But if you know what it is made of, or how it is cooked, you understand it better. And then you can cook it by yourself.
This Nikujaga is a kind of homemade food and doesn't have to be perfect. Maybe even better when it's more casual and just enough to satisfy your family.
The same kind of steps can be applied to radiation problem. Learning detailed numbers and formula could help. But if you learn how to think roughly, and step by step, it becomes easier for you to deal with various things in your daily life, in addition to radiation.

Risk is something you need to compare

Our daily life is full of risks. Radiation risk is only one of them. If you can think "roughly and step by step" just like I mentioned before, you can compare one risk with another even without specialized knowledge. And that kind of comparison is something mothers are very good at, as they deal with it every day in housekeeping and raising kids. Comparison in daily life is something like this.
Eggplants in a frigerator are ruining but you think kids need green vegetable today.  So let's cook spinach instead of eggplants.
A kid haven't finished homework, but taking bath should come first for now.

Our life is just continuous comparison and making choices. We may not realize it, but we do compare and balance choices. Why can't we use the same idea to deal with radiation issue?

June 3rd study meeting about radiation criteria and safety on foods

We have held six study meetings since last November, two of which were lectures. On June 3rd, we held a lecture meeting titled "Radiation criteria on Food and safety" with Mr. Kazutake Ohira, who is a professional on food safety, and some friends I met on twitter. In addition to usual study meeting members, mothers and teachers from my child's kindergarten joined the meeting on that day. We talked about food safety in general, not limited to the radiation issue. We have learned how the safety criteria is decided, how the criteria for radioactivities are made, how much we have actually been exposed and so on. We have also learned that the radiation issue is a matter of quantity and that we can evaluate the risk only by comparing with other risks.
At the question time later in that meeting, many participants expressed their long held fear and anxiety honestly. One participant was so concerned that she could not drink tap water even then and was strictly avoiding mushrooms. She was confused because what she heard on the meeting was so much different from what she had studied and believed till then.
One of the panelist who is holding a science cafe in Tokyo said at that time; "I understood that mushrooms are safe enough, in my head. Still I felt uneasy in mind for about a half year, to be honest." This statement was very impressive for many participants, as I could see from their responses in questionnaire after the meeting.
This was the moment I realized how important it was that people with different levels of knowledge, understanding, fear or anxiety, can talk honestly to each other and respect each other, instead of showing off or arguing others off. We have to build a trust relationship between ourselves little by little, step by step.

What can we do, what do we need to think about in Yokohama?
I'd like to keep holding this kind of study meeting even at a slow pace. As adults living in Yokohama, we should respect people in Fukushima.  We should take good care of, and be thankful to the resource that we have, and we should get rid of the misplaced discrimination, through judging information on the media and the net by ourselves.
At the closing of the meeting, I said to the participants;
"If my son wants to marry a girl from Fukushima, how would I feel? I don't know yet. I want to keep on thinking about this kind of questions."

There are still many problems left unsolved. It may take time, but I'd like to continue discussion.

<感謝の言葉と提言>
首都圏からの消費者として参加した佐藤 多鶴子です。
ICRPワークショップもダイアログも初めてでしたが、
研究者や福島の方々がそれぞれ様々な事情や思いを抱えながら
(安東さんの言葉ですが)「それぞれができることをやる」姿に間近に接し
言葉に尽くせないほどよい経験と力を頂きました。
また、福島が大好きになったので、これから温泉やフルーツロードに来福する楽しみが増えました!
福島の方々に頂いた<大切なもの>を無駄にしないよう、わたしもできることをコツコツ頑張ります。
 
 
提言
 
ロシャールさん提案のstructured dialogue(構造をもった対話)は参加者ひとりひとりの発話だけではなく
相互作用によって理解が深まり次のステップへとそれぞれが導かれていく、ことを目指すもののように受け取りました。
具体的には1回目、2回目、3回目、と順を重ねるにつれて深まるようにするためには
 
1.座席
出来れば、対話に参加している人の顔が見えるような座席が望ましいと感じました。
(会場設営や人数による制約はあると思いますが)
せっかく会って話す機会なので、顔を見て、息遣いを感じながら、対話したい、と。
 
2.二日目からの参加者へのフォロー
途中から参加する方へのフォローを適切にする必要があると感じました。
特に複数日開催の場合、2日目以後に来た方に前日の成果をどう伝えるか、は課題だと思います。
 
3.フォローアップ
参加者の記憶が新鮮な内に
ダイアローグへの参加を通じてこう変わった、次はこうだといいな、というような
感想と提言をまとめる課題が最初から与えられているとよいと思いました。

Word of thanks from Tazuko Sato, a consumer from Tokyo

Although this was my first experience participating in ICRP workshop and structured dialogue, I learned so much from meeting people of various background --- researchers, farmers, JA staffs, teachers, mothers, etc. --- all working on "doing whatever possible in their own place (borrowing from the words of Ms Ando)", while struggling with their constraints, memories, personal feelings, and other issues. The testimonies of these courageous people were so touching that I felt refreshed and empowered.

The experience engraved a deep affection within my heart for Fukushima and its people, and I look forward to coming back again and again, visiting the hot springs and the renowned "Fruit Road" of Date.

I feel like I received a priceless gift from the residents of Fukushima through the workshop. Such treasure should not be left in a jar of clay to be wasted, so I too will do my best in this place where I am, one step after another.

Suggestions for future workshop
The "structured dialogue" introduced by Jacques Lochard, seemed to aim at deepening the understanding of each participants by reciprocating speaking and listening, rather than presentation alone, so that the participants may each be induced to their next step. In order to assist this kind of interaction among the participants, I felt that the following areas had a room for improvement in the future.

  1. Seating arrangement
(Although it might be difficult due to the design of the venue and the number of participants) It would have been nice if the participants could look at each other eye-to-eye during the dialogue. A dialogue is not just made up of spoken words alone, its non-verbal information such as facial expression and gesture also convey the message of the speaker and therefore aid understanding.
2. Briefing for the latecomers
(Since the dialogue deepens from the 1st session onwards) I felt the need to strengthen adequate follow-up to the latecomers. Especially if the dialogue had a multi-day schedule, there is a need for a briefing session to these participants, so they could get more flavor of what happened the day before.

3. Post-workshop assignment
If the participants were requested to prepare their comments and suggestions to ICRP workshop while their memories are fresh, these would help enriching the next workshop. Also, giving such assignment beforehand may help the participant to maintain pro-active engagement in the dialogue.

第三回ICRPダイアログセミナーの結論と勧告 Conclusions and Recommendations of the third ICRP dialogue meeting

先日、エートスからも安東さんたちの参加した、ICRPの第三回ダイアログセミナーの結論と勧告が発表されましたので、公開します。(日英 PDF)

今回は食料品をどう扱えば良いのか、が会議の主題です。
私なりに要約すると、
話題としては、(1)若者の離農への危機感(2)結婚や出産に関する差別(3)個人単位の線量把握の進展(4)生産者、流通、消費者の対話、特に生産者の努力(5)伝統文化としての山菜。
勧告としては、(1)生産物の汚染を低減できるような検査・管理システムの開発(2) 人々が自分で判断できるような、個人単位の内部・外部被曝の援助(3)生産者・流通・消費者が対話できる恒久的な枠組みをつくる(4)親や教師が共同して、放射線対策を子供に教える(5)外部の関係者とも協力関係を推し進める。

This time, the main topic is food management.
I will explain the document briefly.

The topics are: (1) the danger that young generations abandon farming (2) discrimination in marriage and raising children (3) personalized dosimetry (4) dialogue among producers, distributors and consumers, especially the tremendous effort of producers (5) Sansai, as traditional culture.
The recommendations are: (1) to encourage the development of measurement and management of radiological quality of foodstuff (2) to encourage personalized dosimetry of internal and external exposure to help people make appropriate decisions (3) to prepare permanent platform of dialogue among producers, distributors and consumers (4) to encourage parents and teachers to teach practical radiological protection culture among children (5) to involve outside stakeholders further.

「エートス(実用的放射線防護文化)の構築にむけて」

以下の文章を、「保健物理」47巻2号 に寄稿いたしました。



掲載誌が、「保健物理」という事でしたので、専門家の方たちにお読みいただく事を想定した内容となっております。

《はじめに》

 福島第一原発事故の発生以降、福島県内の状況は一変した。だが、こういう言い方もまた語弊があるかもしれない。住み慣れた環境から追われることとなった警戒区域、計画的避難区域等を除けば、ほとんどの地域において、地震・津波の甚大な被害を受けた地域はあるものの、震災前と同じような日常生活が営まれているからだ。

 ただひとつ大きく異なるのは、一見、それまでと変わらぬ日常の細部に至るまで、放射線、放射性物質の影響が抜き差しならないものとして入り込んできている、ということである。メディアを通じて語られる放射線の影響は、ほぼ健康問題に終始する。しかし、福島県の一住民である私からみれば、健康問題は、拡散した放射性物質のもたらした甚大な影響のごく一部にすぎない。放射線、放射性物質は、物質的にはごく微量しか存在しない場合でも、影響は日常のごく些細な部分まで入り込んでいる。それは、生活様式のみならず、住民心理、対人関係、そして地域コミュニティ、社会に至るまで、大きな影響を及ぼす事態となっている。

 こうした広範な影響への対処策は、「その環境で暮らす住民自身が主体となる形での放射線防護態勢を作り上げることしかない」、というのが私の考えである。ここでは私が福島県いわき市で主催した放射線勉強会、住民交流会を通じた、住民主体型の放射線防護の取り組みについて紹介したい。
